Italy with a new parliament: what about the risk of instability?

9 Mar

When the politicians promises are addressed to the voters waving rights / duties, ie principles that refer to philosophy, the disaster is announced. Concrete solutions can only be achieved by taking into account also economy and technics: the triumph of politics is assured only if voters and elected recall that to link them is the desire for well-being, based on common sense for the common good of any well administred community.

Yesterday the European Commission chaired by Valdis Dombrovskis announced that it is ready to receive a Economic Financial Paper (DEF) from Italy based on “a scenario with unchanged policies”, as happened in other countries that needed time to form a new executive after the elections.

Three weeks ago, our Parliamentary Budget Office in the last Focus on public finance announced that, “as in the past year, in the European surveillance area, the request for corrective measures that bring the balance back to a level consistent with compliance with the rules “.

In other words, the reality is in two chances: or the actual but residual Gentiloni’s government issues a “no policy change DEF” (since it can not do otherwise, being interim), but this DEF will have to be voted by a parliament where M5S and Lega they have a narrow relative majority, or a new government is formed quickly and has already a shared plan of structural reforms (at least three-year terms) for Italy, that is impossible.

Meanwhile, according to the numbers (Italian and international) and as Dombrovskis predicts, “there are still challenges to be faced”: in Italy we see that growth remains substantially below the EU average, low productivity (that is the cost of labor and services) is holding back growth, the high level of public debt persists and questions remain on the banks, in particular the high stock of impaired loans (Npl), which – apart from the financial exposure and the credit crunch – is tantamount to talking about the efficiency of the PA and the usual and notorius speculators.

It is, therefore, a very bad premise that – not even 24 hours after the European notice – Di Maio announce that the DEF “must be approved by an absolute majority of Parliament, so the Movement will be decisive. This will be an opportunity to find convergences on issues with other political forces. We are already working on a proposal that we will make known in the coming days ».

The M5S economic policy project seems to point to a profoundly modify of the national financial planning of the next three years with the support Lega and other right wing parties, BEFORE any government is installed, transferring items of expenditure from one chapter to another, without have time to accurately verify neither the application regulations nor the actual costs nor – at least – which expenses would be cut and with which consequences for all.

By the way, if no government were to be formed after this ‘shot’ and this  parliament will ‘self-dismiss’ to go to new elections, Italy would end up having to live for months and years with incomplete rules, untold rights and duties, costs and budgets out of control, a restless public opinion.

What would happen if – without a government that would follow with its own decrees and without even agreeing with the trade unions and companies – it is approved ‘on paper’ the minimum wage for those 2.5 million workers among employees, quasi-subordinate and self-employed people who are paid at levels below the contractual minimum and below the poverty thresholds?

And, without a government and without unequivocal accounts, how would the revaluation of the contributory pensions promised by the Lega as the Movimento Cinque Stelle under the heading ‘abolishing Fornero’: the start of a bankruptcy process for our public insurance sistem and its privatization?

We do not risk default, because we have an “adequate repayment capacity” as the rating agencies call it, but different Administrations (even Regions or Comuni ones) could end up in bankruptcy, while public payments would slow down with an increase in undeclared debt, if we shall go in search of the fortune to then stop at the edge of the abyss as happened in Greece.

Since we are talking about a hundred billion in total and a good share of Italians, apart the markets, our spread and Eurozone, Mattarella’s appeal to the leaders arrives punctually: “We still have and we will always have need a sense of responsibility to be able to place the general interest of the country and its citizens at the center”.

In fact, since February 26, our stock indices are going wrong: the FTSEMib has lost more than 3.5%, as the FTSE Italy Mid Cap (-3.09%) and the FTSE Italy STAR (-3 , 55%), while the friction of the military situation in the Mediterranean area is well known to all and it also announced the US-EU commercial war with Italy that exports goods to the United States for over 36 billion euro.

Italy is running the risk to replicate the Greek disaster of the first government of Alexis Tsipras, which lasted the time of a budget six months after starting off with populist ambitions.
By the way, Tsipras today rules again, but he carries out a policy of rigor, with a heavy economic plan to reduce public debt through significant cuts in spending, transfers of public assets and new taxes.

Why America should be wary of Matteo Renzi?

18 Ott

Matteo Renzi goes America to have dinner with Mr. President Barack Obama. An important event for Italian and American Democrats. But what United States have to earn?

At first, it should be remembered that Matteo Renzi became premier thanks to a reinforced majority in the House done by a unconstitutional law, and thanks to his appointment by the President of the Republic, a former communist who cheered for the Soviet invasion of Hungary in 1956 .
The mayor of a little  as famous town (Florence) appointed by the first offical of the republic to manage Italian politics, because without a legitimate parliament and without a law to vote for him.
He should have to be a receiver, not more.

About the reforms that Obama appreciates, Americans need to know that:

  • debt and public deficits have increased despite the Austerithy
  • the European Union and national Istitute of statistics (ISTAT) recently showed that the initial successes of Renzi derived from interventions introduced by Mario Monti and Enrico Letta
  • the aids to companies for the crisis and the resumption as the ‘bailouts’ are in fact went to local banks and investors in Dem’s constituencies
  • the government does not reimburse more than 30 billion dollars of which it is liable to the institute pensions, of which at least half confirmed by the Accounting Court
the State administers the pension funds of the workers, so by six years the Italian Democrats are delaying retirement of 1952-1963 borns
  • the same national institute (INPS) which manages the pension annuity for workers on behalf of the State, is also in charge of the investigation and control of the requirements of the disabled, as it must also provide for the welfare and care of the indigents (over six million)
  • those who have worked 41 years and earn more than $ 2,000 each month must give up almost half of the annuity or wait up to the age of 67 y.o.
millions of rare disease carriers renounce therapies because the bureaucracy of the mandatory public (called ‘universal’) system
  • millions of chronically ill people have to struggle for years to get drugs and disability or subsidies
  • physicians require more resources to emergency rooms and hospitalizations
  • in Italy costs for state.towards families who choose a not-statal school are prohibited
  • statal schools do not have enough teachers and in the last three years standards have not improved
  • Rome was delivered to the brink of bankruptcy by the Democrats to the new Mayor
  • the recent earthquake in Amatrice (over 200 deaths) proved tragically as laws and funding for anti-seismic buildings remain wastepaper
  • Matteo Renzi’s constitutional reform envisages that the majority ‘disciplines /schools’ the opposition
  • Matteo Renzi’s electoral reform envisages a ballotage with the winner that doubles the deputies and the opposition will have the sits behalved.

  • not few Democrats are involved in corruption and embezzlement scandals and arrests
  • in Rome, the Democrats have collected less than 10% of the votes of members voting
  • in Italy the Democrats collect less than 25% of the votes of members voting.

Remebered the former communist president who appointed Matteo Renzi as Prime Minister, do not forget that the Italian Democrats are the heirs of the Italian Communist Party and of the populist Christian Democracy Party in turn heirs of the core of former fascist popular consensus.

Is there anything better than Matteo Renzi in Italy? Maybe yes maybe not.
It just depends on whether or not you want to try to search and support him/her or not.

Mattarella for President: another Jesuit for Rome?

31 Gen

Sergio Mattarella is the new President of the Italians.
A gentleman, southerner, educated person, he has credit in the ‘gentry’ society. The critical elements are given in the age (73 years old) and the former ChrisitanDemocrat origin, as in his appaesament in PD, as well as being little known Italian and abroad.

Who will Mr. President Sergio Mattarella is easy to say: we can predict that he will inspire to Bartolomeo Sorge, a Jesuit, theologist and Italian political scientist, expert on social doctrine of the Church and member of the so-called Democratic Catholicism.
Padre Sorgeduring the 80s as director of Civiltà Cattolica, a newspaper published by Jesuits, became the protagonist of a movement of opinion to promote Catholics into a new cultural identity and a new political role, with the goal of a re-founding” of the Christian Democrats , and, from 1986 to 1996, he directed the Institute of Political TrainingPedro Arrupe’ in Palermo, from which supported the so-called Spring of Palermo‘ twenty years ago.

The father, Bernardo Mattarella, repeatedly parliamentary, constitutional expert and anti-mafia man’, already in 1944  signaled to Don Luigi Sturzo, even in the United States, that the Sicilian separatism is still a movement that must be followed and constantly vigilant, even little good for the element from which it is surrounded, the mafia, reported by the feudal lords to the honor of the separatist political limelight ” and – in an article in the June 3, 1944 on People and Freedom – published an article in which he accused the separatists, accusing them of have “on the conscience the sad responsibility to have gathered around it (the Mafia), trying to recharge the organization more dangerous and overbearing that has plagued for many years our lands.”

Therefore, the election of Sergio Mattarella could also prove a good choice, with the right man in the right place.
The problem is the butcher policy that led to his name.

In fact, going to summarize, this election:

  1. induces the generation of octogenarians actually ‘on ride again’ to believe they can reset the country to 1994, when just the Mattarellum law entered Italy into the hell of the Second Republic, or perhaps to 1978 when the whole Italian politics turned for the worse
  2. convinces the Demoratic Party to be in a politically hegemonic position , while this is true only in neoaristocratics clubs,  while, on the contrary, both the Democrats like the people’ are of a completely different opinion
  3. leaves a huge void on right side of parliament’, with an Alfano hostage’ of the Stability and a Berlusconi’ humiliated more than  judgments did, but also to left side’, since the day after tomorrow Matteo Renzi could claim to have reconstructed the White Demo-Christian Whale .

Meanwhile, we note that with Pope Bergoglio sj and Mattarella President goes to compose a piece of that democratic project that led to the papacy John XXIII as John F. Kennedy in the White House, but 1961 is so far away.

Medical malpractice and healtcare waste in Italy

8 Gen

One of the basic requirements of a democracy is that to propose rules and make the decisions are the politicians elected by the people, the technicians are allowed to be minister, stop.
One of the requirements of good administration is to not put in the role of decision-makers who are in clear conflict of interest.

medico_della_mutua_alberto_sordi_luigi_zampa_007_jpg_vgcdThe Italian healthcare is plagued by hundreds of thousands per year medical malpractices reported by the insurance companies and, at least from Rome to South, services are often inefficient, ineffective if not random.

Soo, it will not seem incredible, if the Health Commission of the Italian Senate is composed almost entirely by ‘technical’ and ‘political’: on 28 members 13 are doctors, other 5 are biologists, pharmacologists or nurses and another 6 are employees of local healthcare /welfare authorities . Just two representatives of the parties and two economists.

Zero representatives of associations (patients and / or consumers). Zero representation for the research (science) and the civilized world (ethics). Citizens zero, just zero. Zero, even, the omnipotent pharmaceutical companies.

Meanwhile, the Italian Healthcare spends nearly 10% of our GDP,  rare patients are at least four millions, invalids not minus than 6 millions, one third of over 55 y.o. workers are in ‘not good state of health’ (according officil datas), the monopoly of State on insurance system (INPS) conditions the existence of those who are elderly, those who are sick and those without work. Pratically, every ‘real’ person.
Today, in the middle of the Italian regions residents will pay taxes and increased tickets for services well below those of the other half of the regions, where residents pay less for more.

But the Parliament leaves our Healt(care) in the same hands that have built this crazy and expensive game: Health and Hygiene are off limits for mere mortals, so to limit the cost (and the rights of the sick and disabled) … there is on purpose ‘Pantalon ‘Monti.

It’s Italy and this is just one example about the will of Italian Establishment to repair anything and to re-start the nation.

Lega Nord o Ku Klux Klan?

8 Ago

Berlusconi sentenced, what future for Italy?

1 Ago

Strange but true, the SIlvio Berlusconi’s Supreme Court sentence will have a greater relapse to  Left rather than the Right side. In fact, no matter that  this sentence is the ‘Gunfight at the O.K. Corral‘ that Italians wait by 20 years in a collective perception of Politics.
A simplified world like a Spaghetti Western, an universe where the bad guys are always morally inferior: ugly, rude, corrupt, incompetent, ridiculous, infidels. And the good boys are distinguishable for their moral superiority: storyteller and soberly trendy, high laureate, perfect at home and at work.

berlusconi condannato

So wee expect, in next mounthes, the theme of an ‘opaque Enrico Letta’ allied with the bad guys (PDL and UDC), repeated in meetings, marches, strikes and scandals until November, when the convention of the Democratic Party will have to settle ‘inner aspects’ about real estate and financial interests, lobbying, factionisms, immobility and adventurism, political expectations of the different electoral bases.

Matteo Renzi, despite having a good following of experts and technicians, may be ‘light’, if the Right wing will begin to attack him or CGIL and the extreme Left will emit a ‘fatwa’ in name of ‘starvation of the people ‘?
Who weighs more? The traditional electorate, octogenarian and tipycally resindent in the Apenninic Regions? The public agencies, the health lobby and the  ‘justice machine’, the controllers of State holdings? Or will it better to return to the mediation and Walter Veltroni’s ‘moderate’ majority?
And La Repubblica – the newspaper deus ex machina of the Left – will be not able to be decisive for the balance of the party?

If the Left, predictably, will thread into the dynamic pre-congress – and in the debate pro-M5S and pro-extreme Left wing – more is going to change in the center-Right, with the departure of Silvio Berlusconi, that this judgment determines.

In fact, the major companies of ‘Made in Italy ‘ are now globalized and respond to not only to national interests, the Italian capital is restructuring, as evidenced by the various shareholders’ agreements broken in last months at the level of Mediobanca, and the situation of Unicredit Bank is very complex, because in Rome more than 30% of the Italian mortgages are filed with compromised Real Estate market.
At the same time, the pontificate of Pope Francis appears firmly addressed to safeguard the interests of Vatican and ‘not only’ those of ‘financially active’ Bishops. A Pope coming from Argentina with a clear and populist vision of the relationships between power and citizens.

It is not unlikely that, having the time, the PDL evolve / dissolve in key liberal-populist and this is the main reason why the tsunami ‘judgment Berlusconi’ could hit in a more eye-catching and dramatic Democratic Party, making hasty and fueling the shaking inside frantic thrusts.

Why Italians like Movimento Cinque Stelle?

5 Mar

In Italy, there is a man, Mario Abbruzzese, former president of the Regional Council of Lazio, a public administrator who has spent 18,660 euro to buy 67 Montblanc pens for 278 euro each, 21,408 euro for 100 Christmas baskets, € 76,791 spent on “plannig copybooks”, 10,560 euro in greeting cards, for a total of expenses for over € 1,987,092.

Needless to say, Mario Abbruzzese was re-elected, always in the lists of the PDL in the territory of Cassino, where goods for many millions euro were seized to the Casalesi Camorra Clan, which were implemented  the first bridgeheads in the South Lazio, since 30 years ago.

Talking on PdL and his politicians in that territory, a request of arrest is coming for Nicola Cosentino, accused of collusion with the mafia over alleged links with the Casalesi Camorra clan.
A man wanted by Silvio Berlusconi in his cabinet as Secretary of Finance, and more or less simultaneously, considered by the District Anti-Mafia Directorate (like US DEA) a “politician able to promote the clan in business administration in Campania, in particular the waste in each period emergency. “

Serious facts, those of the Berlusconi’s Party, if we consider, however, the Democratic Party is clucking evil, to read of the many scandals and processes that involve its politicians and administrators, if we notice, above all, that this party is the chief architect of the various laws that have given way the plunder of Italian finances by the parties, as were his vows that allowed Berlusconi government to ‘sink the shot’ in the last decade.

A breach, created in the 1993, when Italian citizens voted against the financing of parties, with the introduction of “reimbursements for election expenses” (besides often not carried out).

In 2002, the Berlusconi government rise the sum to 5 euro and, in 2006, extended for five years the electoral reimbursements. A law that, with the with the premature drop of the Prodi’s government, allowed some extinct Italian parties to receive public money until to 2011 and all the parties in Parliament to cash ‘double’ reimbursements for three years for an amount of half billion of euros.

A Democratic Party that a study published by the newspaper Libero  – on data of Chambers of Commerce and Land Agency that valued  approximately for € 1.2 billion the properties of parties – estimates “about 80% of real estate are still in head of the political forces in which plant roots the Democratic Party. ”
Almost more than 3,000 buildings and more than 500 plots with cadastral income, agricultural and dominical for about € 2.8 million, with a tax year value of about 500 million euro.

“Much is still headed to the Democratic Party of the Left and its territorial structures (base units, regional federations, municipal and territorial of various types), as well as real estate which are still owned by him. Only in the PCI-PDS- Ds-Margherita-PPI-Pd are 831 different tax codes that are holders of buildings.
Among these there are certainly sections of the old Communist Party, which is still the holder of no less than 178 land and 15 buildings land. But seeing numbers of rooms and features of each property, it is unlikely that property as 12 or 14 rooms houses or offices even larger sizes to correspond to the classic sketch of the old territorial sections.
The Democrats control a large part of the housing through new foundations which have been patiently treasurer by Ugo Sposetti. Particularly rich those in Umbria or Livorno. “

What can be the maintenance and operation costs of this enormous wealth is difficult to quantify – probably hundreds of millions of euros every years – as it is also very difficult to imagine the cost of the equipment we use them.
Even more difficult to understand how it was possible for a party that accumulate a so enormous wealth and how it can even manage not falling in fraud of some kind, or worse, in a conflict of interest.

In two words, it is very difficult to clear if we are facing a business or a party or a strange mutant become out from the Cold War.

Now, everyone can understand why the Movement Five Star refuses to support ‘the parties’ and has asked to the Democrats’ Leader, Pierluigi Bersani, a law on financing of political parties, while from the Mario Monti’s party has already arrived an – actually shy – demand for a law on trade unions.

As it is really easy to understand why Italians are against their parties and why there is mistrust of Europe and Germany. It is not an anti-European sentiment. Just concern for those – Merkel, Obama, Hollande? – who would persuade us to remain in the hands of those who seek legitimacy abroad, denigrating their country – that is ours too – to justify their inability or misconduct.
Their, not ours. Not of all Italians.
