Coronavirus: the Italian rules

People have not to leave the house and, however, must remain in own neighborhood, if not for valid reasons.
Two people maximum in the car, if not familiar.

No transportation blocking.
All means of public and private transport operate regularly.

Civil and religious ceremonies suspended.

People can leave the house to buy food and for close necessities.
Stores will always be restocked. There is no limitation on the transit of goods.

In case of symptoms of respiratory infection or fever above 37.5 ° C it is strongly recommended to stay at home, to seek medical attention and to limit contact with others as much as possible.
There is an absolute ban on leaving home for those who are quarantined or tested positive for the virus.

Those who leave home to go to work, for health reasons or situations of necessity, must complete a self-declaration to the police force.
You can go out with the dog, but only for the daily management of its physiological needs and for veterinary checks.

Business that can remain open:

  1. supermarkets, mini markets and grocery stores (bakers, fishmongers, butchers, pizza slices etc.)
  2. pharmacies, herbalists, perfumeries, soap shops, dry cleaners, pet shops,
    computer, photo and optical stores
  3. petrol stations, tobacconists and newsagents
  4. hardware store, and all the craftsmen (mechanics, carpenters, electricians, plumbers etc.)
  5. offices and factories

Violation of the provisions is punished with an arrest of up to three months or a fine of up to 206 euros.

Italy with a new parliament: what about the risk of instability?

When the politicians promises are addressed to the voters waving rights / duties, ie principles that refer to philosophy, the disaster is announced. Concrete solutions can only be achieved by taking into account also economy and technics: the triumph of politics is assured only if voters and elected recall that to link them is the desire for well-being, based on common sense for the common good of any well administred community.

Yesterday the European Commission chaired by Valdis Dombrovskis announced that it is ready to receive a Economic Financial Paper (DEF) from Italy based on “a scenario with unchanged policies”, as happened in other countries that needed time to form a new executive after the elections.

Three weeks ago, our Parliamentary Budget Office in the last Focus on public finance announced that, “as in the past year, in the European surveillance area, the request for corrective measures that bring the balance back to a level consistent with compliance with the rules “.

We do not risk default, because we have an “adequate repayment capacity” as the rating agencies call it, but different Administrations (even Regions or Comuni ones) could end up in bankruptcy, while public payments would slow down with an increase in undeclared debt, if we shall go in search of the fortune to then stop at the edge of the abyss as happened in Greece.

Since we are talking about a hundred billion in total and a good share of Italians, apart the markets, our spread and Eurozone, Mattarella’s appeal to the leaders arrives punctually: “We still have and we will always have need a sense of responsibility to be able to place the general interest of the country and its citizens at the center”.

In fact, since February 26, our stock indices are going wrong: the FTSEMib has lost more than 3.5%, as the FTSE Italy Mid Cap (-3.09%) and the FTSE Italy STAR (-3 , 55%), while the friction of the military situation in the Mediterranean area is well known to all and it also announced the US-EU commercial war with Italy that exports goods to the United States for over 36 billion euro.

Why America should be wary of Matteo Renzi?

Matteo Renzi goes America to have dinner with Mr. President Barack Obama. An important event for Italian and American Democrats. But what United States have to earn?

About the reforms that Obama appreciates, Americans need to know that:

Furthermore,

  • not few Democrats are involved in corruption and embezzlement scandals and arrests
  • in Rome, the Democrats have collected less than 10% of the votes of members voting
  • in Italy the Democrats collect less than 25% of the votes of members voting.

Remebered the former communist president who appointed Matteo Renzi as Prime Minister, do not forget that the Italian Democrats are the heirs of the Italian Communist Party and of the populist Christian Democracy Party in turn heirs of the core of former fascist popular consensus.

Is there anything better than Matteo Renzi in Italy? Maybe yes maybe not.
It just depends on whether or not you want to try to search and support him/her or not.

Mattarella for President: another Jesuit for Rome?

Sergio Mattarella is the new President of the Italians.

Medical malpractice and healtcare waste in Italy

One of the basic requirements of a democracy is that to propose rules and make the decisions are the politicians elected by the people, the technicians are allowed to be minister, stop.
One of the requirements of good administration is to not put in the role of decision-makers who are in clear conflict of interest.

Soo, it will not seem incredible, if the Health Commission of the Italian Senate is composed almost entirely by ‘technical’ and ‘political’: on 28 members 13 are doctors, other 5 are biologists, pharmacologists or nurses and another 6 are employees of local healthcare /welfare authorities . Just two representatives of the parties and two economists.

Zero representatives of associations (patients and / or consumers). Zero representation for the research (science) and the civilized world (ethics). Citizens zero, just zero. Zero, even, the omnipotent pharmaceutical companies.

Meanwhile, the Italian Healthcare spends nearly 10% of our GDP,  rare patients are at least four millions, invalids not minus than 6 millions, one third of over 55 y.o. workers are in ‘not good state of health’ (according officil datas), the monopoly of State on insurance system (INPS) conditions the existence of those who are elderly, those who are sick and those without work. Pratically, every ‘real’ person.
Today, in the middle of the Italian regions residents will pay taxes and increased tickets for services well below those of the other half of the regions, where residents pay less for more.

But the Parliament leaves our Healt(care) in the same hands that have built this crazy and expensive game: Health and Hygiene are off limits for mere mortals, so to limit the cost (and the rights of the sick and disabled) … there is on purpose ‘Pantalon ‘Monti.

It’s Italy and this is just one example about the will of Italian Establishment to repair anything and to re-start the nation.

Lega Nord o Ku Klux Klan?

“Per Matteo Salvini il ministero dell’Integrazione guidato da Cecile Kyenge è “un ente inutile, costoso, una fabbrica dell’ipocrisia”. Il suo pensiero lo aveva già espresso anche in altre occasioni, ma ora la novità è condivide la sua posizione sul profilo Facebook per raccogliere il gradimento dei suoi amici di social network. Sul suo profilo il vice-segretario della Lega Nord lancia l’idea: secondo voi la Lega trova 500 mila cittadini pronti a firmare un referendum che abolisca questo ministero?” (fonte La Repubblica)

Cecile Kyenge smorza i toni e rilancia: “Sarebbe più utile utilizzare i soldi che si spenderebbero per un referendum per mettere, invece, in campo politiche e interventi per una integrazione che riguardi non solo i migranti ma tutti i cittadini.

Eppure, caro ministro, non sarebbero forse soldi sprecati. Anzi.
Un referendum ‘contro l’integrazione’ avrebbe sia il vantaggio di smuovere le assopite coscienze di tanti italiani sia l’utilità di far uscire allo scoperto chi, dopo i meridionali, vorrebbe dis-integrare anche gli stranieri ormai italianizzati.

Scriveva il Financial Times, in occasione della scandalosa ‘battuta’ sugli oranghi dell’ex vice Presidente del Senato e padre del Porcellum, Roberto Calderoli, che “il resto dell’Europa non può dormire sugli allori. L’austerity è un terreno fertile per i populismi.

Il governo autoritario di Viktor Orbán in Ungheria è molto vicino ai fascisti antisemiti di Jobbik. In Grecia c’è l’estrema destra di Alba Dorata e in Finlandia ha i suoi “True Finns”. In Francia, il National Front è ormai attestato contro il centrodestra e il centrosinistra. Si sperava che London 2012 Olympics cementassero l’idea della Britannia come nazione aperta e, adesso, Mr Cameron ammassa voti con politiche che considerano gli immigrati scrocconi e succhia-welfare.

Quello che serve all’Italia è una rivoluzione. E potrebbe partire dalla defenestrazione – con pubblica umiliazione – di Mr. Calderoli.”

L’idea che si stanno facendo di noi in una vignetta dal FT

Per la Lega, dunque, i tempi sono maturi e deve decidere se diventare il Ku Klux Klan italiano od accettare l’opportunità politica di un centrodestra che ‘ancora’ la sostiene ed evolversi in un contesto politico multietnico.

RIcordiamo tutti che alla Festa di Pontida 2009, “il deputato ed europarlamentare della Lega Matteo Salvini si intrattiene con un gruppo di persone e dà il la a un ritornello: «Senti che puzza, scappano anche i cani. Sono arrivati i napoletani…». Il video che riprende la scena finisce su YouTube e la polemica politica si accende con esponenti del Pdl che invitano il leghista alle scuse e il Pd che ne chiede le dimissioni. … Che arrivano a fine giornata. Ma solo per una «singolare coincidenza», assicura Salvini. Scadeva proprio oggi, infatti, il termine per optare per il seggio all’Europarlamento.” (fonte La Stampa)

Dunque, la questione non è solo della brava Cecile Kyenge, ormai bersaglio continuo neanche si fosse sul set di Mississipi Burning, ma del popolo italiano tutto, se nel 2013 abbiamo ancora gente che ‘non affitta a meridionali’, arrivino da Roma o da a Capetown fa lo stesso.

E non resta che chiederci come sia possibile che Matteo Salvini sia candidabile (o eleggibile, vedano lor signori) in rappresentanza del popolo italiano, di cui ne fanno per larga e larghissima parte i meridionali e tutti coloro che abbiano ottenuto la nostra cittadinanza.

La Lega intende assicurarsi la palma di essere il neonato Ku Klux Klan d’Europa? E quanti ‘veri italiani’ accetterebbero un immigrato come genero o un ‘diverso/a’ come parente?

Che Maroni, Zaia e Cota facciano una scelta. La brava gente è stufa del razzismo bieco e delle battute da osteria.

Berlusconi sentenced, what future for Italy?

Strange but true, the SIlvio Berlusconi’s Supreme Court sentence will have a greater relapse to  Left rather than the Right side. In fact, no matter that  this sentence is the ‘Gunfight at the O.K. Corral‘ that Italians wait by 20 years in a collective perception of Politics.
A simplified world like a Spaghetti Western, an universe where the bad guys are always morally inferior: ugly, rude, corrupt, incompetent, ridiculous, infidels. And the good boys are distinguishable for their moral superiority: storyteller and soberly trendy, high laureate, perfect at home and at work.

So wee expect, in next mounthes, the theme of an ‘opaque Enrico Letta’ allied with the bad guys (PDL and UDC), repeated in meetings, marches, strikes and scandals until November, when the convention of the Democratic Party will have to settle ‘inner aspects’ about real estate and financial interests, lobbying, factionisms, immobility and adventurism, political expectations of the different electoral bases.

Matteo Renzi, despite having a good following of experts and technicians, may be ‘light’, if the Right wing will begin to attack him or CGIL and the extreme Left will emit a ‘fatwa’ in name of ‘starvation of the people ‘?
Who weighs more? The traditional electorate, octogenarian and tipycally resindent in the Apenninic Regions? The public agencies, the health lobby and the  ‘justice machine’, the controllers of State holdings? Or will it better to return to the mediation and Walter Veltroni’s ‘moderate’ majority?
And La Repubblica – the newspaper deus ex machina of the Left – will be not able to be decisive for the balance of the party?

If the Left, predictably, will thread into the dynamic pre-congress – and in the debate pro-M5S and pro-extreme Left wing – more is going to change in the center-Right, with the departure of Silvio Berlusconi, that this judgment determines.

In fact, the major companies of ‘Made in Italy ‘ are now globalized and respond to not only to national interests, the Italian capital is restructuring, as evidenced by the various shareholders’ agreements broken in last months at the level of Mediobanca, and the situation of Unicredit Bank is very complex, because in Rome more than 30% of the Italian mortgages are filed with compromised Real Estate market.
At the same time, the pontificate of Pope Francis appears firmly addressed to safeguard the interests of Vatican and ‘not only’ those of ‘financially active’ Bishops. A Pope coming from Argentina with a clear and populist vision of the relationships between power and citizens.

It is not unlikely that, having the time, the PDL evolve / dissolve in key liberal-populist and this is the main reason why the tsunami ‘judgment Berlusconi’ could hit in a more eye-catching and dramatic Democratic Party, making hasty and fueling the shaking inside frantic thrusts.

Why Italians like Movimento Cinque Stelle?

In Italy, there is a man, Mario Abbruzzese, former president of the Regional Council of Lazio, a public administrator who has spent 18,660 euro to buy 67 Montblanc pens for 278 euro each, 21,408 euro for 100 Christmas baskets, € 76,791 spent on “plannig copybooks”, 10,560 euro in greeting cards, for a total of expenses for over € 1,987,092.

Needless to say, Mario Abbruzzese was re-elected, always in the lists of the PDL in the territory of Cassino, where goods for many millions euro were seized to the Casalesi Camorra Clan, which were implemented  the first bridgeheads in the South Lazio, since 30 years ago.

Talking on PdL and his politicians in that territory, a request of arrest is coming for Nicola Cosentino, accused of collusion with the mafia over alleged links with the Casalesi Camorra clan.
A man wanted by Silvio Berlusconi in his cabinet as Secretary of Finance, and more or less simultaneously, considered by the District Anti-Mafia Directorate (like US DEA) a “politician able to promote the clan in business administration in Campania, in particular the waste in each period emergency. “

As it is really easy to understand why Italians are against their parties and why there is mistrust of Europe and Germany. It is not an anti-European sentiment. Just concern for those – Merkel, Obama, Hollande? – who would persuade us to remain in the hands of those who seek legitimacy abroad, denigrating their country – that is ours too – to justify their inability or misconduct.
Their, not ours. Not of all Italians.

M5S a convegno per governare?

Non era difficile non dare per scontato che centonove deputati e cinquantaquattro senatori avessero bisogno di un «conclave» del neonato Movimento Cinque Stelle, per decidere insieme le strategie ed i margini di accordo che vogliono attuare in Parlamento e, innanzitutto, la governabilità.

Altrettanto facile immaginare che la Premiata Ditta Grillo & Casaleggio si faccia scippare ‘al mercato delle vacche’ quelle due dozzine circa di senatori che mancano al Partito Democratico per governare.

Nel ‘conclave’ dei parlamentari del M5S, verranno chiarite anche alcune questioni essenziali, sulle quali non loro, ma gli italiani tutti stanno facendo una gran confusione.

La richiesta da parte di Grillo di un governo di minoranza senza una fiducia preventiva che contratta, di volta in volta, l’appoggio su singole leggi porrebbe inevitabilmente l’Italia in balia del Parlamento e delle Lobbies.

Anche se Bersani intima a Grillo: «Decida cosa fare o tutti a casa», il caso del capo dello Stato in scadenza – “semestre bianco” – impedisce che egli sciolga subito le Camere.

Come probabilmente sperano i sostenitori di Mario Monti, una prosecuzione “a tempo” del mandato presidenziale al Quirinale non rientra nei ‘parametri’ previsti dalla Costituzione.

Malgrado quanto sostenuto da una parte della Sinistra, nonostante il Procellum, spetta solo al Presidente della Repubblica, e solo a lui, scegliere in piena autonomia, al termine delle consultazioni, a chi affidare l’incarico per formare il governo.

Dunque, esistono solo due strade.

La prima via – quella che comunemente è chiamato ‘governo tecnico per le riforme’ – è quella che di un governo a tempo con un programma di riforme, sul genere di quelli ‘tecnici’ guidati da Dini e Amato per traghettare il Paese dalla Prima alla Seconda Repubblica, che si concluda con delle elezioni con un nuovo sistema elettorale e con le autonomie locali riformate.
Nella sostanza è quello che sta chiedendo – con poca chiarezza – Beppe Grillo e che, ragionevolmente, chiederà il Movimento Cinque Stelle di Casaleggio.

Il secondo percorso – quello che comunemente è chiamato ‘governissimo’ -è quello che di un governo a tempo con un programma di riforme, sul genere di quello guidato da un ‘tecnico’ come Mario Monti per salvare il sistema finanziario italiano, che si concluda con delle elezioni con un nuovo sistema elettorale e con il Welfare riformato.
Nella sostanza è quello che serve alla Seconda Repubblica per guadagnare qualche anno di vita ed avere il tempo, secondo loro, di lavorarsi ai fianchi il movimento dei Grillini.

In tutto ciò, c’è da insediare il Parlamento ed eleggere, anche con una certa rapidità, sia i Presidenti della Camera e del Senato, si individuare i candidati alla presidenza della Repubblica e darsene uno.

Dunque, che Bersani la smetta di portar fretta, che non ce ne è se non per lui, che, a breve, dovrà rendere ragione ai suoi sodali di partito in ordine all’ennesima cantonata presa e conseguente bastosta incassata, illudendosi di governare con il 33% ed un voto.

Tanto, finchè non si eleggerà ed insedierà il nuovo Presidente della Repubblica, c’è il Governo Monti per ‘l’ordinaria amministrazione’ e per la buona pace di banche, governi esteri e mercati vari.

Il Movimento Cinque Stelle è a convegno ed è la loro prima prova del nove. Avranno idee, condivisione e lungimiranza per resistere al canto delle sirene democratiche-democristiane? Riusciranno a stendere un decalogo delle priorità e delle negoziabilità, con cui sostenere un governo di programma per le riforme?
Probabilmente si, ma lo sapremo tra due giorni soltanto.

Governabilità, ma come?

I dati elettorali e lo stallo parlamentare sono sotto gli occhi di tutti, il mondo della politica è sgomento, i cittadini un po’ meno, M5S ha annunciato che voteranno le leggi che ritengono giuste, all’estero pazientano. Allo stesso tempo, la Lega è egemone nelle tre regioni che contano (Piemonte, Lomnbardia E Veneto), mentre la Puglia e la Campania hanno abbandonato Vendola e De Magistris.

Già questo dato dovrebbe darci una chiave di lettura della exit strategy in cui dovrebbero dedicarsi il Quirinale ed il sistema partitico, salvo apporti ed interferenze da parte del sistema giudiziario e dai media, cui siamo notoriamente avezzi.

Il PD con SEL ha alla Camera più o meno gli stessi voti del PdL-Lega e del M5S, grazie ad una legge iniqua a dire di tutti, il Porcellum, ha, però, la maggioranza assoluta. Rivendicare una primazia o, addirittura, una sorta di diritto a governare è un atto classificabile – agli occhi di un elettore che badi alle regole ed non solo alla fazione – come un enorme atto di arroganza.
Per giunta, proponendo al M5S un abbraccio suicida per non pochi motivi, visto che tra ‘ruggine storica’ e ‘pastoie governative’ Beppe Grillo rischierebbe di perdere un’enorme massa di consensi nel giro di pochi mesi da un elettorato che aborrisce il consociativismo, i capibastone, le scuderie eccetera eccetera.

Inoltre, c’è la disponibilità già dichiarata dei Grillini ad operare nel pieno, vero mandato cui ogni parlamentare dovrebbe adempiere: votare le leggi secondo coscienza.
Questo significa che esiste ampio spazio per un governo di minoranza.

Certo, in politica mai dire mai, ma la via del governo di minoranza è la prima balzata gli occhi, dato che l’abbraccio di Bersani con il Giaguaro Berlusconi è improponibile agli elettori di sinistra, come è impensabile un Mario Monti premier con un Scelta per l’Italia che è ‘quasi’ l’UDC ma ‘non è l’UDC’ e con la carenza di carisma e di opportunità politica dimostrate in quest’anno.
E’ però improponibile anche che il PdL sostenga un governo di minoranza guidato da Bersani: una comprensibilissima questione di principio.

Ed, allora, non resta che Casini, che a guardarlo bene, ha tutte le caratteristiche per assolvere alle funzioni di un Premier di minoranza o di un governo a termine, che abbia i poteri di programma e non solo tecnici, onde intervenire su alcuni aspetti costituzionali.
Le caratteristiche così ‘rare’ sono quelle di non essere sgradito all’elettorato di sinistra, non incassa troppa ostilità dal PdL, fa parte della compagine montiana, così rassicurante per i ‘mercati’, ha interesse a riformare la legge elettorale, conosce a menadito i regolamenti parlamentari, conosce molto bene vezzi e difetti di tanti suoi colleghi.
I limiti sono quelli noti: non aver mai dimostrato un carisma ‘non solo fotogenico’, non avere un gruppo di ‘cavalli di razza’ nel partito, essere indirettamente legato ad una certa ‘romanità’ di cui il cinema ha raccontato fatti e misfatti ed in tanti si è imparato a diffidare, essere additato dai Montiani come la causa del loro flop.

Ad ogni modo, Casini o non Casini ed acclarato che M5S non farà bieco ostruzionismo parlamentare, di alternative ad un governo di minoranza non sembra che se ne vedano all’orizzonte, salvo quella del Partito Democratico che forma un governo con SEL e Cinque Stelle. Ma, in tal caso, di quanto e per quanto saremo sballottolati, piallati, compressi, svalutati, massacrati, disfatti dai mercati e dalle diplomazie di mezzo mondo?
E chi si prende una responsabilità storica del genere? Pierluigi Bersani a cui, forse, il partito dovrebbe chiedere le dimissioni?
